The proposed creation of a LINC sector of Val de Marne was in gestation since 2006. It is the culmination of a joint approach to the three municipalities of the territory: Fontenay-sous-Bois, St Mandé and Vincennes.
Following a discussion initiated by municipalities, social services and civic actors to improve the care of older people in their communes, the project CLIC was validated by the end CROSMS 2007.

The Steering Committee consists, first, elected officials and department heads of three municipalities, on the other hand, representatives of the General Council of Val de Marne, user representatives and representatives of the bearer establishment.
LINC is funded by the General Council of Val de Marne, which provides a grant to Mr. RI on a supplementary budget available to LINC.
This partnership with Home Nursing Intercommunale Fontenay-sous-Bois (MRI), allows LINC to benefit from a close collaboration of services that facilitate its operation. For example, a temporary office at 105 Avenue Foch White Lady has been made available. The final local
LINC will be available from the opening of new nursing homes (Establishment of Accommodation for Older People Dependent) Hector Malot being built by the MRI. The work is scheduled for delivery during December 2009. Henceforth, the offices of CLIC will be transferred on the ground floor of the technical and administrative center of the MRI at 73, rue d'Estienne d'Orves. This localization LINC will separate from the nursing homes. LINC will open its doors to the public.
